...failing to come up with an overall, coherent defense strategy that would at least justify the staggering costs. Without a national strategy, Weinberger cannot know if, say, the Navy will need 600 ships by 1990 or if the Air Force is asking for the right mix of expensive F-15s and cheaper F-16s. Even a hard-liner like Melvin Laird, who served as Secretary of Defense for Richard Nixon, questions the sense behind the vast sums. "The Navy is going wild by making all these commitments on ships," Laird says. "It hasn't been proved to me that...

...intelligence network around the globe has picked up fragments of Soviet anguish about how come the Israelis, flying American F-15s and 16s over Lebanon, shot down Syrians flying MiG-23s at a ratio of 83 to zip. And how come those SAM-6s and 8s in the Bekaa Valley, the same kind of missile that devastated the Israelis in the 1973 war, could hit only one enemy plane this time...

...Israeli attacking force, more than 90 strong, featured U.S.-built F-15s and F-16s, two of the finest fighters in the world, flying electronic marvels. Both planes are equipped with a system called "head-up display," or HUD; projected on the pilot's windshield, in phosphorescent green and orange, is a mass of essential data. An F-15 pilot flashing over the Bekaa could have watched the plotted positions of four separate enemy aircraft and also have been alerted by a flashing light and beeping in his headset if an SA-6 radar locked...

...Israeli Foreign Minister Yitzhak Shamir visited Washington in late February, he was told by Haig that some sort of aerial reconnaissance equipment might be sold to the Saudis; Israelis now insist that the warning was extremely vague. Israel had reconciled itself to the beefing up of the Saudi F-15s. Under the impression that this would be the main part of the package, Shamir expressed only ritualistic objection. His "I'm not worried" comment was then taken by the Administration to indicate that the Israelis would have no serious quarrel with an arms sale involving AWACS...
