Indeed, divisions within the Administration on arms control are continuing through the pre-summit maneuvering. Last week, Arms Control Adviser Paul Nitze expressed cautious interest in a Soviet proposal for a freeze on intermediate-range nuclear missiles, such as Soviet SS-20s targeted on Western Europe, and U.S. Pershing II and cruise missiles in Western Europe capable of hitting the U.S.S.R.
