...Section 7a of the Recovery Act granted a definite victory to the forces of organized labor in this country, but for a time it seemed that that victory would be an empty one. Certainly the organization has not fulfilled the high hopes which its sponsors shared as its inception. The trouble may not be laid alone to the famous 7a clause which has been partly responsible for the labor troubles. But its interference with prices through wage regulation is being blamed for the slowness of recovery. With minimum wages set so high, manufacturers have raised their prices before the consumer could meet them.
