Cold, professionally efficient George Messersmith, first ambassador in B.A. since Spruille Braden left last September to become Assistant Secretary of State for Latin American affairs, had his work cut out for him. He not only had to repair neighborly relations. C.C.L. Silby Barrett presented Labor's four demands: 1) permit the National War Labor Board to approve a 20% hike in take-home pay for a 40-hour week; 2) abolish the system allocating wage control to the War Labor Board, supervision of working conditions to the Government conciliation service; 3) establish industrywide, instead of individual plant, bargaining; 4) order Government-sponsored negotiations in strikes already under way. Added Barrett meaningly: "If these proposals do not receive consideration, strikes are inevitable. There is danger of strikes in steel, automobile, electrical, hard-rock mining, chemical and packinghouse industries...
