Chicago's school-reform movement has been gaining momentum for more than a decade. The late Mayor Harold Washington began planting the seeds of reform in the mid-1980s, but it wasn't until 1988 that the Illinois legislature passed a school-reform act that parceled authority to newly elected boards for each public school and granted them power to hire and fire principals.
