Various efforts around the country are targeted on IV drug abusers, though most of them are small and poorly funded. In San Francisco, Vicente ("Chente") Matus, an ex-addict who now works for Midcity Consortium to Combat AIDS, ambles along the rough-and-tumble streets of the city's Mission District, his white plastic bag bursting with 1-oz. bottles of household bleach and packets of condoms.
