Secretary Shaw is a speaker of national reputation. During his two successful campaigns for the governorship of Iowa he made addresses which attracted much attention throughout the country because of his sound policy and effective use of facts and statistics. One of his best speeches was delivered during his first term as governor of Iowa, when he was selected to speak at the 100th anniversary of the establishment of the seat of the federal government at Washington on December 12, 1900.
