LEASING TROUBLES. In 1971, the Sierra Club sued the Interior Department to force it to describe the environmental effects of mining in the Northern Great Plains. The environmentalists wanted to know how mining would affect water supplies, how the now sparsely populated region could absorb the expected horde of 516,000 residents and how the land could be returned to its original uses. As the case wound through the courts, Interior declared a moratorium on the leasing of public lands in the West.
