...latest problem is just one more detour in the tedious search for Middle East peace, a process in which all sides have learned the delicate art of diminishing expectations, and how to put an epic spin on minor achievements. For instance, an agreement in the current talks will be heralded at a high-profile signing ceremony in Cairo, with Albright in attendance. Such pomp may seem a little over the top for an accord that amounts to no more than an undertaking to implement the agreement reached a year ago at Wye ? never mind that Wye itself, despite its dramatic...

...second-largest life insurer agreed to pay a megamillion-dollar settlement of lawsuits accusing the company of deceptive sales practices. Pending a federal judge's approval, Metropolitan Life says it will distribute $1.7 billion to some 7 million people who bought insurance and annuities between 1982 and 1997. This agreement will take care of a collection of class-action suits brought by the feds and private citizens, and is the latest in a long line of settlements by large insurers over questionable sales tactics. Although Prime Minister Ehud Barak has vowed to meet Israel?s obligations under Wye, he wants to delay the implementation of the two remaining troop withdrawals for fear of leaving Israeli settlements isolated in Palestinian territory. "Barak would prefer a final status agreement before completing the troop withdrawal, because he believes isolating the settlements gives hard-liners on both sides an incentive to stir up trouble and jeopardize the process," says Beyer. Previous redeployments have prompted Palestinian militants to shoot at settlers and have spurred the settlers to expand their settlements. Barak knows he?ll have to dismantle some...
