Some cities around the country are beginning to wage all-out assaults on the crack trade. Last week, after local and federal authorities nabbed 44 suspected dealers, New York City Police Commissioner Benjamin Ward announced the formation of a special anti-crack unit, composed of 101 veteran undercover officers. The unit is the first New York police squad ever devoted to fighting a single drug. Miami's 16-month-old street narcotics operation busted seven crack base houses, arrested 485 dopers and confiscated more than $8,000 in cash during a six-week period this spring...
Some suggest that an assassination attempt could be considered more moral than an all-out attack. Neil Livingstone, president of Washington's Institute for Terrorism and Subnational Conflict, proposes that a precise covert action directed toward a single figure may be preferable to a military raid. Says Livingstone: "It is far more humane to get the legitimate bad guy than his baby daughter and innocent civilians." But it seems the Administration simply wanted to have it both ways. That is, it wanted to send a message to terrorists in general and a knockout punch to one in particular...
...frustrated proponents of an expanded U.S. space effort, the latest Soviet achievements provoked an old rallying cry. "We've been Sputniked again," exclaimed Sandra Adamson, a director of the L5 Society, an organization formed to promote an all-out American effort to colonize and commercialize outer space. Adamson's reference was to the 1957 Soviet satellite launch, which galvanized the U.S. into the effort that culminated in the 1969 manned moon landing...
Reagan's apocalyptic talk was part of the Administration's all-out campaign to win congressional approval of a $100 million aid package to the contras over the next year and a half--$70 million in military assistance and $30 million in humanitarian aid, such as food, clothing and medical supplies. (The $27 million in humanitarian aid that lawmakers agreed to last year as part of a reluctant compromise expires at the end of the month.) To kick off the effort, Reagan met with three leaders of the Unified Nicaraguan Opposition, Arturo Cruz, Alfonso Robelo and Adolfo Calero. He made...
...reform the JCS structure. The House last fall passed a bill to strengthen the role of the Chairman, and the Senate Armed Services Committee is about to do likewise, despite howls of protest from the current service Chiefs. The Navy, traditionally the most independent of the services, is making an all-out blitz to block the legislation, which would "make a hash of our defense structure," according to outspoken Navy Secretary John Lehman. Nonetheless, Weinberger has signaled that he will not oppose the legislation, and passage of some version seems likely...
