Allan McArtor, President Reagan's nominee to be the new head of the FAA, replacing Donald Engen, who left office July 2. McArtor, 45, a senior vice president of Federal Express who flew combat missions in Viet Nam and did a stint with the Air Force's Thunderbirds precision-flying team, is expected to win easy confirmation.
