...almost a month, legislation to extend the income tax surcharge has been stalled in the Senate. The delay has produced frustration on the part of Republicans, who have been pushing for passage of the Administration's key anti-inflation program, and satisfaction on the part of Democrats, who were determined to use the bill as a lever to bring about tax reform. The struggle has also caused confusion for employers, who have been puzzled about how much tax to withhold from paychecks, and uncertainty throughout the already troubled economy (see BUSINESS...

...investigating the capture of U.S.S. Pueblo and the loss of an EC-121 reconnaissance plane, which was shot down by the North Koreans last April with the loss of 31 men. The committee concluded: "The inquiry reveals the existence of a vast and complex military structure capable of acquiring almost infinite amounts of information but with a demonstrated inability, in these two instances, to relay this information in a timely and comprehensible fashion to those charged with the responsibility for making decisions." Though Mariner 6 needed only one mid-course correction throughout its long journey, and Mariner 7 was almost on target, the flights were not completely trouble-free. Last week one of Mariner 6's infra-red spectrometers balked just as it was supposed to search out the gases and vapors in the Martian atmosphere. JPL technicians explained that the spectrometer, which should be cooled to below - 400° F. to operate efficiently, refused to chill at all. Mariner 7 caused even greater concern at Mission Control when it went off the air entirely for seven hours. Apparently struck...

Not to start trembling at every knock on the door. Not to be hiding his manuscripts away in a hole in the ground almost before the ink on them...
