...Government can do to ease the fluctuations of the ten-year beef production cycle. One stopgap measure that President Carter is now considering would be to relax import restrictions on foreign beef in order to increase supplies at meat counters. Since there is presently no world surplus of beef anyhow, lifting restrictions would probably bring in no more than 250 million Ibs. of beef on top of the 1.3 billion Ibs. that the nation already imports from Australia, New Zealand, Canada and ten other countries. ...while the polls indicated that the Left might win anyhow. But a sufficiently large fraction of voters who had deserted the Majority in 1974, '76 and '77 for the Socialists, returned to the Right to ensure its victory. They could not bring themselves to support a coalition of bitter enemies engaged in fierce mutual recriminations and incapable of agreeing on a platform. ...does PIRG wish to institute the check off rebate system and not the usual check off-if-you-want-to-donate method anyhow? Obviously, PIRG knows that there are many marginal patrons who would not be inclined to donate if a conventional approach were used. However, when confronted with the official Harvard bill and the implication that a donation is expected, many would submit to this taxation. I find this type of psychological manipulation and trickery most objectionable...
