Rows of cheering diplomats welcomed South Africa back to the United Nations as the country regained its seat after 20 years of banishment because of its policy of apartheid. "The long night of diplomatic isolation has finally come to an end," South African Foreign Minister Alfred Nzo said...

When the goal is changing behavior rather than changing governments, the results are mixed. The U.S. has abandoned the trade weapon as a lever to improve human rights in China, yet years of sanctions helped end apartheid in South Africa. Even there, however, it was the possibility of revolution, which prompted foreign banks to stop lending for fear their money would be lost, that was mostly responsible for the white minority's finally ceding power. If, as it seems, North Korea's nukes have become central to the Kims' sense of themselves, no sanctions will deter their desire to expand...

...better-educated Tutsi rivals, the Hutu government increased ethnic tensions by creating a sense of tribal solidarity -- a useful distraction from the internal power struggles among northern and southern Hutu. All Rwandans were required to carry racial- identity cards; there was talk of herding Tutsi into certain regions, an apartheid imposed by blacks on fellow blacks. Any effort by Tutsi to reassert themselves met with a vicious and murderous response. "There was bludgeoning of public opinion," argues Philip Reyntjens, professor of law and politics at the University of Antwerp in Belgium. "Ethnicity does not necessarily have to give rise...
