None of Reagan's advisers appear willing to try to persuade him to put SDI on the bargaining table. To simplify, a Mondale staffer stole and then returned a book tabulating the flow of Pennsylvania labor money through the campaign apparatus to the ostensibly unaffiliated Mondale delegate committees.
