Contrary to the Crimson's argument, documents in the custody of the HUPD do not become "public records" simply because some of the HUPD officers have been appointed "special" State police officers under G.L. c. 22C, § 63. This statute provides that the colonel of the department of State police (colonel), at the request of an officer of an educational institution, may appoint employees of such institution as special State police officers.
