...COMMISSION. Under the 1974 law, an eight-member Federal Election Commission was set up to oversee and enforce its provisions. The court ordered that the commission be dissolved in 30 days unless all of its members were appointed by the President, instead of just two under the present stat ute. The other six are four members appointed by Congress, plus the Secretary of the Senate and the clerk of the House. There was the rub.
