Nixon handles the final show on the many ways other than Watergate in which he had abused his office with a hard-line approach???but without pugnacity. He attempts to explain away calmly such charges as his use of the IRS and FBI to harass those on his "enemies lists," his illegal wiretapping of so-called security risks, his vast underpayment of income taxes. Yet his bitterness erupts at times as he lacerates the Washington Post and its Watergate reporters, Bob Woodward and Carl Bernstein, as well as lawyers on the Watergate special prosecutor's staff...

Carson has shifted from what Colonel David R. Hughes, the division's chief of staff, describes as "an authoritarian to a participatory approach???because then a man feels that he has a stake in what he is doing." ...allies for tax reform, held firm against a hasty tax bill, and Kennedy discarded the idea. But he still committed himself in public to tax reduction "to take effect as of the start of next year." To get early tax reduction through Congress, Kennedy planned on a two-package approach???cuts in one package, reform in the other. Again Mills balked, and again Kennedy revised his plans. He gave up the idea of cuts retroactive to Jan. 1, accepted mid-1963 as the earliest possible date for tax reduction to take effect. More important, he dropped the two-package plan...

...Railroad, 897 mi. long joining Siberia and Turkestan (TIME, May 12). As Director Sergie Eisenstein dramatized modern brains coming into Russian farm country (TIME, May 19), so now Director Victor Turin tells the story of the building of the Turksib. Turin's newsreel is less interesting technically, but his approach??? showing what the railroad means to the people for whom it was built?makes the margins of his industrial report bristle with human detail. Director Turin has shown himself cleverer than Eisenstein in one respect at least?he has suppressed propaganda. Best shots: camels loaded with raw wool moving impassively...
