Mayor H. A. Stewart and his City Council did not want a Fascist convention held -in their city, called out the police to prevent it. Defiantly, Leader Arcand slipped 45 of his leaders into a room near Police Headquarters, held forth unmolested for five-and-a-half hours. Upon emerging, Leader Arcand wired thanks to the mayor for "courtesy extended," announced the formation of a new National Unity Party.
