After an extensive debate, the council voted to send a "home-rule" petition to the state legislature, asking that the city be allowed to charge developers a fee of three dollars per square foot on new construction that exceeds 30,000 square feet in area. The money raised by these so-called "linkage" fees would be placed in a trust fund to help build housing for city residents with low-to-moderate incomes...

...Seattle. Suddenly, the world's busiest producer of commercial aircraft was crippled. The strike at Boeing by more than 57,000 members of the International Association of Machinists and Aerospace Workers brought new-plane production to a virtual halt at the company's main manufacturing plants in the Seattle area, where 43,000 of the machinists work, and at other factories in Portland, Ore., and Wichita...

...strike as long as the last one, which went on for 45 days in 1977, could be devastating to all sides. Boeing is far and away the largest employer in both the Seattle area (where it has 106,000 workers) and the state (144,725) and spends as much as $1 billion a year on supplies in the region. A prolonged stoppage would cost thousands of jobs in other areas, ranging from parts manufacturers to restaurants. Increased unemployment would have a heavy impact on the state government, which has no income tax and is heavily dependent on sales-tax revenue...

Tsavo, the country's largest wildlife reserve, was once the grandest elephant sanctuary in Kenya. Now it is a case study of what has gone wrong -- and how the elephant may yet be saved. Tsavo stretches over 8,000 sq. mi., an area the size of Israel. In the mid-1960s, 40,000 elephants thundered amid the scrub thorn, acacia and baobob trees. Last year's aerial survey spotted only 5,363 live elephants in and around the park, and 2,421 carcasses. The survivors are skittish creatures, often clustered in fear and quick to flee at the scent...

...Residents of the Edgewood Independent school district, a poor, largely Hispanic area in west San Antonio, are willing to pay for good schools. Property taxes are high -- almost $1 per $100 of assessed valuation. But because the district encompasses part of a tax-exempt Air Force base and lacks tony subdivisions, the tax rate translates into $3,596 per student. In the Santa Gertrude school district, located on the oil-rich King Ranch in south Texas, property taxes are low -- only 8 cents per $100 of assessed valuation -- but the total spent per student...
