...seeds of Rabin's humiliating downfall had been germinating for weeks, ever since the Tel Aviv daily newspaper Ha'aretz reported that the Premier's wife had held a bank account in Washington for the past four years (TIME, March 28). It is illegal for Israeli citizens to keep money abroad without special permission, and Mrs. Rabin had not sought such permission. She provided an explanation that sounded convincing enough at the time: the account at the National Bank of Washington, which amounted to about $2,000, was an old one, dating from the years...
Genuine Unrest. Belatedly, Israel is recognizing the depth of that feeling. Former Defense Minister Moshe Dayan admitted in an interview with the newspaper Ha 'aretz that only genuine unrest, rather than terrorist agitation, could account for the demonstrations. He suggested that Israeli soldiers stay out of West Bank cities to avoid provoking conflict. "West Bank residents should be allowed to live their lives," he said. "If they want, then let them demonstrate and wave Palestinian flags." But Dayan added a chilling corollary: Arab mayors should be warned that if their towns exploded again, they would be placed under...
...Political Probation. The Premier has been subjected to unfair personal attacks. Israeli commentators have repeated his opponents' charges that Rabin drinks too much and makes backbiting remarks about even close colleagues. Wrote Ha'aretz Columnist Yoel Marcus recently: "Instead of inspiring, he is weak. Instead of uniting ranks, he divides." Gloomed the Jerusalem daily Yediot Aharonot: "A government crisis is looming because the Prime Minister's status has deteriorated...
There was another mild embarrassment for both Kissinger and Rabin last week when the Chicago Sun-Times printed excerpts from a forthcoming book by Israeli Journalist Matti Golan-a nonpracticing lawyer who has served seven years as diplomatic correspondent for the Hebrew-language daily Ha'aretz. The book, tentatively titled From Confrontation to Disengagement, purportedly draws on Kissinger's private conversations with newsmen and on secret minutes of his meeting with Israeli leaders. Although it was banned by censors, a revised edition was later approved. According to Golan, Kissinger criticized Israeli Foreign Minister Yigal Allon as lacking strength...
...raids, which initially served to defuse the tense and angry mood in Jerusalem and Tel Aviv. Later, though, there were some second thoughts. "The use of massive airpower increases the danger of hitting civilians and merely fuels the present anti-Israel campaign in the world," warned Ha 'aretz, the country's leading paper. "The price we may have to pay may be far above what we have achieved in greater security." Even one foreign ministry official conceded that the raids had been "clumsy and ill-timed...
