Newfoundland also is cashing in handsomely on the $200 million building program at the U.S. bases in the province. Fort Pepperrell, near St. John's, the Harmon air base on the southwest coast, and Argentia naval base, near which Churchill and Roosevelt held their Atlantic Charter meeting in 1941, are all being expanded.
