WASHINGTON: In its annual human rights report, the State Department harshly reprimands China for silencing all voices of dissent. The report states: "All public dissent against party and government was effectively silenced by intimidation, exile or the imposition of prison terms, administrative detention, or house arrest. No dissidents were known to be active at year's end." Ironically, the survey was released even as two U.S. delegations were visiting China to talk about trade and human rights. Much to the chagrin of human rights activists, President Clinton delinked the two issues in his first term, a line new Secretary...

...those unions did their part for peace Saturday, ordering a temporary halt to protests that has eased tensions and made Monday's talks possible. But the union leaders were not included in the talks, though President Kim announced at the meeting that he was suspending 16 warrants for their arrest. Lawrence Smith, a processor for Photo Craft Laboratories, which develops photos for the Boulder County coroner's office, and Brent Sawyer, a private investigator and former Boulder County deputy sheriff, allegedly handed the photos over to the Globe for a $5,500 pay-off. Smith, 36, who made only $200 for the act that could get him 8 1/2 years in jail...

...marchers occurred in Anyang city, near Seoul, and in Daejon, south of the capital, where seven workers were hospitalized after being clubbed by police, and eight others were detained for questioning. The government is coupling the crackdown on the streets with one in the courts, deciding Thursday to pursue arrest warrants for union leaders. Judge Lee Sang-chul ordered seven leaders of the outlawed Confederation of Trade Unions to appear in court by Friday morning, and other district courts issued subpoenas for 13 others, including six Hyundai union leaders in the southern city of Ulsan. In overnight raids Thursday, police...
