Wednesday’s meeting was the climax of a month of tension between Harvard and Allston residents. On top of discussions about proposals for an art museum, a science building, and the overall master plan, Boston City Councilor-at-Large Felix Arroyo introduced an ordinance last month that would institute a moratorium on construction by universities in Boston.
