...starters, Washington is a friendlier town. Attorney General John Ashcroft opposed the Clinton suit when he was a Senator and shows little zeal for prosecuting the industry further. Another round of federal excise taxes, championed by Clinton, is not in the offing. To pre-empt harsher regulations and win protection against future lawsuits, Philip Morris is even asking Congress to grant the FDA limited oversight. Such longtime foes as Illinois Senator Dick Durbin are nonplussed. "It's laughable," he says, referring to the DOJ's settlement talks. "In a real negotiation, they could have included [FDA] regulation with teeth...

...long run, that's probably about as much significance as the Microsoft antitrust case will have. The life is out of the government side now; trustbuster supreme Joel Klein and prosecutorial machine David Boies both left it behind for better-paying pastures. In the hands of John Ashcroft, the case is a toothless embarrassment. Look for the Justice Department to settle as soon as possible with minimal punitive action (such as a fine that looks tough but really represents 1% of Bill Gates' net worth). The 19 states also bringing suit might last a little longer, and they might force...

...upon Pickard and trusted him to run the bureau during his own frequent travels, he made Pickard play the same guessing game as everybody else when it came to Freeh's plans to step down. It was not until late last week that Freeh told his inner circle and Ashcroft he intended to make his farewell to the staff on Friday. By that time, according to FBI sources, Pickard was taking a long postponed holiday with his wife. Freeh's abrupt announcement forced Pickard to disrupt his leave...

Attorney General John Ashcroft has assured the relatives of the 19 U.S. servicemen killed in the bombing of Khobar Towers that justice will be done. But the indictment issued Thursday for the bombing suggests that even if the U.S. managed to round up any of the accused, the resulting trial would be about as satisfying to the victims' loved ones as the Lockerbie trial was to the families of those killed in the bombing of Pan Am 103. Two Libyan intelligence agents were tried for that crime, but nobody doubted that the real author - there are not too many individuals...

...Ashcroft "bristles at the suggestion that he's doing anything improper" by holding daily Bible-study sessions in government offices? Putting aside the separation of church and state, I wonder whose names will come to mind when Ashcroft considers raises and promotions. Will they be the names of the Muslims, atheists, Jews or Buddhists who opt out of his prayer sessions? Hardly. If Ashcroft were a manager in my business, I'd order him to stop his meetings. Hey--come to think of it, it is my business and my building! PAM WRIGHT Pasadena, Calif...
