China's efforts in Eastern Europe and those of Russia in Asia are part of a global Sino-Soviet competition that has gained new impetus and urgency because of the firefights on the Ussuri River border. Though the Soviets claim they have evacuated the disputed island in the Ussuri and have called for a negotiated settlement of the issue, the competition continues. ...meeting's official session, in fact, lasted only two hours, the shortest on record. In the end, it produced only a declaration calling for a Europe-wide consultative meeting on "questions of security and cooperation," hardly a new point. Clearly, the East Europeans felt that the trouble in Asia was a problem for Peking and Moscow to settle between themselves...
