Moscow has had no functioning government since Aug. 23, when President Boris Yeltsin dismissed his young Prime Minister Sergei Kiriyenko. His successor, acting Prime Minister Viktor Chernomyrdin, is under heavy pressure from the communist-dominated Duma. Parliamentarians are pushing aggressively for a greater say in running the country. Yelstin had kept them from real power but seemed prepared last weekend to surrender many of his presidential prerogatives. The communists have called for currency controls, re-nationalization and printing more rubles. On the weekend, however, Chernomyrdin went on TV to reassure Russia--and probably the West as well--that there would...
...delivered two suspects in the Kenya bombing to a New York City federal court. Mohammed Rashed Daoud al-'Owhali, who was riding in the truck packed with explosives, was nabbed by FBI agents who had been checking Nairobi hospitals for a suspect who might have come in after the Aug. 7 blast. Mohammed Saddiq Odeh, accused of helping plan the bombing, was delivered by Pakistani police who caught him slipping into their country with a suspicious passport...
There were holes as well in the Administration's evidence against Sudan's el-Shifa Pharmaceutical Industries plant, which cruise missiles flattened in the Aug. 20 retaliatory attack. The White House had to dial back earlier claims that the plant produced only chemical-weapons precursors and that bin Laden had financed its operation. It turns out that el-Shifa manufactured much of the antibiotics, malaria and tuberculosis drugs sold in Sudan. And the CIA had evidence only that bin Laden had put money into Sudan's military industry, not the plant specifically...
...this development occurred in plain view, of course, but until the morning of Aug. 24, 1992, no one seemed to recognize its implications. Hurricane Andrew was not merely a wake-up call; it was a stick of dynamite under the pillow. Prior to Andrew, no one envisioned more than $7 billion in insured losses for a single storm. But after Andrew's landfall, Karen Clark, founder of Applied Insurance Research Inc., in Boston, one of a new breed of "catastrophe modelers," sent an audacious message to her clients estimating insured losses at $9 billion. If Andrew proved to be more...
...Administration, left after one term to become a pundit, and now feels betrayed. He said so in Newsweek last week. Former White House press secretary Dee Dee Myers said something similar in TIME. But what exactly is the nature of these betrayals? They surely didn't believe, until Aug. 16, that Monica Lewinsky was making it all up. Stephanopoulos helped quash "bimbo eruptions" during the 1992 campaign, and both aides spun mightily for the President they now say can't be trusted...
