What can be done to avert disaster? Last week Governors of eleven Western states and representatives of seven others met in Denver with Interior Secretary Cecil D. Andrus to consider specific steps. They blasted President Carter's decision to eliminate funding, at least temporarily, of 19 long-range federal water projects. Though none of these projects could have any impact on the current drought, the Governors said that they were "angry" and "stunned" at the poor timing of Carter's announcement.
