PARIS: Richard Holbrooke Thursday tried to lower expectations that the weekend summit of Balkan presidents in Rome might produce any dramatic results. U.S. and NATO negotiators are trying to lower tensions sent sky high after the detaining of four Serbs the Muslim government accuses of war crimes. Briefing American reporters in Paris, Holbrooke said at least one hoped-for result would be a further clarification of the new 'rules of the road' governing the conditions under which NATO troops would take part in tracking down and arresting suspected war criminals. "The point of these rules of the road," Holbrooke said...

SARAJEVO: The U.S. will meet Friday in Rome with the three Balkan presidents and NATO representatives in an effort to diffuse mounting tensions that threaten an already fragile peace accord. At issue is the Serb contention that they are being unfairly singled out for war crimes violations. Stung by the capture and extradition to The Hague of two Serb army officers accused of war crimes, Bosnian Serb leaders have broken off all contact with the NATO peacekeeping force and have warned all Serbs not to cross into Muslim-held areas of Sarajevo. Bosnia's Muslim government is still holding...

...Smith, NATO's Bosnia commander, hinted at "moving people out of there" before the mission's scheduled wrap-up in December. But while Smith can claim success for the military side, the civilian operation is another story. The civilian accords are plagued by a lack of cash and endless Balkan bickering. This is disturbing because the accords cover elections, refugee resettlement and reconstruction--all of which are crucial to giving Bosnia a stable peace. "The civilian part of Dayton is the test of our success or failure, not the military part," said Richard Holbrooke, chief architect of last November...

BOSNIA, HERZEGOVINA: U.S. Chief Negotiator Richard Holbrooke announced on Monday that tensions in the Balkan hotspot should soon "abate". The delicate Dayton peace accords seemed in danger of disintegrating when Bosnian Muslims, frustrated with the slow pace of investigations, arrested Bosnian Serbs they suspected of war crimes. The Bosnian Serbs retaliated, cutting contact with NATO. Now, after Holbrooke's ministrations, two arrested Bosnian Serbs have been flown to The Hague under heavy guard for either investigation or indictment by the War Crimes Tribunal. The Bosnian Muslims have agreed to make arrests only with Tribunal authorization, only on their own territory...
