There was only one Advanced Placement, or AP, class at Washington's Cardozo Senior High School when Reginald Ballard took over as principal in 1995. But Ballard had heard that the program, which offers juniors and seniors the chance to earn college credit for their work if they score high enough on year-end exams, gave kids a leg up on getting into college. DIED. HANK BALLARD, 75, rhythm-and-blues man whose soulful, often raunchy songs helped set the stage for Elvis Presley and Chuck Berry; of throat cancer; in Los Angeles. As frontman for the Midnighters, the Rock And Roll Hall Of Famer won teen adulation, if not radio play, for such racy hits as 1954's Work with Me Annie.
