Even federally-funded non-market housing is fiscally undesirable to cities because the residents do not contribute to the tax base needed by cities under the present tax structure. Lupo's thesis of suburban prejudice and class differences as key factors in delaying needed social change makes sense, not only for Boston, but for other American cities.
