Health, Education and Welfare Secretary Joseph Califano discovered as much when he took a shopping list of items he wanted to the President. Califano left, remarked a White House adviser, with an "empty basket." The Environmental Protection Agency put together a 100-page appeal for more money and cheekily sprinkled it with quotes from Carter campaign speeches calling for more spending on the environment.
