...upside-down funnels, collecting gas and oil. The natural gas is siphoned off through a 6-in.-wide pipe that runs along the ocean bottom to shore. The oil will be stored in tanks within the pyramids and periodically emptied by ships. The project is expected to yield 50 bbl. of oil and 600,000 cu. ft. of gas a day, which will not be enough to offset the $8 million investment made by ARCO and its partners, Mobil and Aminoil USA, Inc. The capping operation, however, will produce other benefits...

...country with enough fuel to heat 4.5 million homes per day at peak capacity. Though the pipeline has been plagued by financing problems and construction start-up delays, it is seen by industry experts as an important complement to the Trans-Alaska Pipeline System, which carries 1.5 million bbl. of crude oil per day from Prudhoe Bay on the Beaufort Sea to the port of Valdez, 800 miles to the south. ...Arab oil embargo of 1973-74 gave Hawaii a frightening lesson in the vulnerability of its energy lifelines: the islands rely almost entirely on outside oil for fuel. Last year they used more than 45 million bbl., or $1.5 billion worth, nearly two-thirds of it from foreign sources. "Hawaii is more dependent on imported oil than any other state," says Kent Keith, deputy director of Hawaii's department of planning and economic development. ...Protection Agency ordered a halt to the dumping of 2.7 million tons of cane waste per year into the Pacific Ocean. With a little help from the Government and a capital investment of some $25 million, planters discovered that a ton of bagasse produces the equivalent electricity of 1 bbl. of oil. Bagasse now provides 7% of Hawaii's electricity needs. But the state is not relying entirely on the depressed sugar industry for biomass. It is now considering pineapple waste and macadamia nut shells as energy sources. Tree farms have been planted for future fuel, and there...

Ironically, the latest crisis had its roots in what was supposed to be the country's economic salvation: the discovery in the late 1970s of oil reserves estimated to total as high as 200 billion bbl., second only to Saudi Arabia's supply. As the pace of oil development increased, public expectations rose, and the government of President José López Portillo launched a bold expansionist program. To pay for imports, private and public corporations increased their borrowing abroad. The crunch came when the current worldwide recession, along with the oil glut, sent prices tumbling...
