Four years ago, the Long Beach Unified School District, the third largest in California, decided to change over to "standards-based" education and to initiate a mandatory school-uniform policy. At the same time, Stanford principal Judi Gutierrez embarked on a program to restructure and reform her school. She created schools within the school, one for each of the three grades, with a "learning director" heading a core group of teachers.
