Abstinence advocates claim credit for a decline in teen pregnancies, down 17% from 1990 to 1996 nationally. But there is no evidence that the abstinence message--rather than, say, more vigilant use of contraceptives--is behind the trend. The government is one year into a three-year, $6 million assessment, but so far, few reputable studies of abstinence-only programs have been conducted.
