Halsted L. Ritter, 67, moved to Florida in 1925 for his wife's health, four years later was appointed to the Federal bench by President Coolidge. Last January into San Francisco Municipal Court went a white girl with the charge that a Filipino boy had held her while a rival white girl battered her nose, blacked both her eyes.
