...Ulbricht faced a different kind of crisis. Since the end of the war, more than 3.6 million East German citizens had fled westward, attracted by higher living standards and greater freedom. Ulbricht acted to stop this flood on Aug. 13, 1961, by ordering his soldiers to seal off East Berlin with the infamous 27-mile Berlin Wall. It was cruelly effective: the mass exodus was stopped.
