Unlike Kennedy's address, delivered from the balcony of West Berlin's city hall, Reagan's speech will be given at an invitation-only reception on the elegant, and secure, grounds of an 18th century palace, the Schloss Charlottenburg. Indeed, the President's advance team, understandably, has been very careful about where Reagan will appear publicly throughout the trip.
