According to the study, the most effective tactic globally has been simply to raise prices. "Increasing taxes is the best way to decrease consumption," Bettcher said, pointing to the direct relationship between a rise in excise tax rates and a fall in cigarette purchases in South Africa between 1990 and 2006. People are not fully aware of the hazards of smoking, and it's a weakness that the tobacco industry is quick to exploit, Bettcher said.
