Social Issues. The Reagan recovery has not been universal. According to several studies the gap between rich and poor, black and white, is growing. This societal wound could create a dangerous polarization betwen classes and races. Reagan has talked vaguely about helping the poor catch up, but he has cut back on antipoverty programs and affirmative action. Congress has so far rejected his plan to create "enterprise zones" to draw business into depressed areas with tax breaks and other incentives.
