C., April 23.--A message from Captain Cordier and Captain Bjornstadt this evening stated that the outlook for the establishment of a camp at Harvard for the training of officers for the Reserve Officers' Corps was favorable. Word was received last night by President Lowell from General Hugh L. Scott and Captain A. W. Bjornstadt that the Reserve Officers' Training Unit has been definitely established at the University, and the official announcement from the Government will be made today.
