Summertime, U.S.A. (Tues. & Thurs., 7:45 p.m., CBS-TV) is filled with danceable music and pretty girls. Using scarcely a line of dialogue, the show features Crooner Mel Torme and Teresa Brewer, a topnotch singer with a voice somewhere between a blowtorch and a cello.
