Much of the activity centered in Moscow and Bonn. It was a case of West German Chancellor Willy Brandt's Ostpolltik and Soviet Leader Leonid Brezhnev's Realpolitik advancing on the board at the same time. The result was a flurry of negotiations, the likes of which the Continent has not seen in years, if not decades.
