...have any interest in inventing stuff when you were a kid? When I was a kid, I was obsessed with this idea of opening a restaurant back in Indiana on a little pond. The guests would order their dinner and then take a little boat out with a colored flag on the front of it. When the matching color of the flag on their boat went up on a flag pole, their dinner was ready! Obviously, the Ford Motor Company is not very happy with me this week, so I will just give that idea to the Olive Garden Corporation...

...occupy nearly permanent spaces at intersections and on sidewalks. On the road that runs along the Shatt al-Arab waterway--the convergence of the Tigris and Euphrates rivers--where seven months ago Basra residents feared kidnappings and abuse, young people and families now crowd outdoor cafés and recreational boat decks late into the evening. Children jostle one another at popcorn and juice vendors, and photographers snap customers' portraits next to an outdoor display of fake flowers and stuffed animals...

...craft a good old-fashioned survival technique. While at Ankarafantsika, we were sternly warned not to stray too close to the beautiful lake just a few minutes walk from our bungalows, because crocodiles had snapped up and devoured several people over the last several months. When we took a boat trip on the lake late one afternoon, we got to see crocodiles sunning themselves on the shore, including one specimen more than 12 ft. long - most of it jaws. Cuteness is a nice evolutionary trait, but when it comes to long-term survival, you can't beat fear...

Legislation is slowly beginning to change. Since 2003, Washington State's vessel-removal program has led a crackdown on derelict boats, using ramped-up boat-registration fees as funding for the program, which has so far cleared 188 boats. "It gave us financial capability, plus the legal hammer if we needed to use it," says Doug Sutherland, the state's commissioner of public lands. Other state officials have expressed interest in Washington's model. In September, the California legislature passed a bill to increase fines for owners of derelict vessels. And last year, the U.S. House of Representatives passed...
