Papandreou arrived in Moscow at a time when his relations with the U.S. have deteriorated to the point of public bickering. The bombing of a bar in an Athens suburb two weeks ago, in which more than 30 Americans, many from a nearby military base, were injured, prompted Secretary of Defense Caspar Weinberger to comment, "This is one of those things you tend to get when all this anti-American sentiment is stirred up." ...South Koreans had "changed the plan several times, the last time being less than 30 minutes before Kim's plane arrived." The South Koreans are highly security conscious, all the more so since the 1983 incident in Rangoon, Burma, when several South Korean Cabinet ministers were killed by a bomb supposedly set by agents from Communist North Korea.
