...past few months, rumors have buzzed through Bonn that a tired and discouraged Willy Brandt would soon resign as Chancellor. Yet West Germany, and indeed all of Western Europe, was caught by surprise last week when the 60-year-old leader abruptly announced that he was leaving office. The ostensible cause of his resignation was the scandal that followed last month's arrest of Günter Guillaume, a close personal aide who confessed to being an East German spy. (TIME...

Mini-Epidemic. The connection between VC and cancer was first made in 1970 by Publio L. Viola of the University of Rome, who found tumors in the lungs, skin and bones of rats exposed to high concentrations of the gas. The link was strengthened in 1973 when researchers from Bonn University found evidence of liver damage in 19 out of 20 PVC workers at a single plant. The bombshell really burst early this year when B.F. Goodrich Co. reported that three men who worked with VC in its Louisville, Ky., plastics plant had died of angiosarcoma of the liver since...

Extraordinary Mark. The dollar has dropped lowest against the Deutsche Mark, which is benefiting from a West German economic miracle that looks more miraculous than ever. Last week Bonn reported that West Germany registered a trade surplus of $1.9 billion in March alone. The performance is all the more staggering because four mark revaluations, combined with inflation, have doubled the prices of most German products on world markets in the last five years. Indeed several scholarly institutes in West Germany are suggesting that the time is ripe for yet another revaluation of the mark...

...prominent position in the West German political hierarchy in much the same fashion as other East German spies. Guillaume emigrated to the West as a refugee from Communism in 1956, and joined the Social Democratic Party. He worked his way up to a job with the party apparatus in Bonn and in 1970 was appointed to Brandt's staff. Government spokesmen emphasize that his job was political and did not include secret matters. But the fact is that he was constantly at the Chancellor's elbow and attended many important meetings...

Brandt's enemies, especially his Christian Democratic rivals, have already pounced on Guillaume's exposure to attack the Chancellor, calling Guillaume "the most important and best-placed agent" yet uncovered. At the very least, the incident underlined Bonn's status as the espionage capital of the Western world. German and Allied intelligence sources estimate that there are some 15,000 Communist spies in West Germany. Over the years, West German counter-intelligence has uncovered hundreds of spies, including members of the Bundestag, senior government officials, and even key agents in West Germany's own intelligence service...
