...Added to such southern grievances are continuing disputes over the precise demarcation of the internal federal border between north and south under the 2005 Comprehensive Peace Agreement (CPA). In particular, both sides claim Abyei. The north has also been slow to withdraw troops from the south, and suspicions are that it will drag its feet over a referendum, promised by the CPA and due for 2011, in which the south can vote for secession and independence. Complicating the situation is tribal local rivalry in the area, which both sides try to exploit to their advantage...

...Undiscovered Country To witness this awakening up close, I recently borrowed a wreck of a bicycle for a slow ride through the sleepy Cambodian seaside town of Kep, near the Vietnamese border. After limping along the potholed coastal road past unkempt plots of oceanfront land with crumbling colonial-era manses, I stopped to look at a billboard - the only one in sight. On it was a picture of a home that would not have looked out of place in a Denver subdivision. A young man pulled up on a motorbike next to me. "You want to buy?" he asked...

Chaffee says horses that are taken north to Canada are treated humanely. But with the long-distance hauls now being prohibitive, horses in the southern U.S. are being laundered through a series of dealers into Mexico. Says Colorado State's Grandin: "At the Mexican border, they just wave the trucks through. The conditions down there are horrible." Proposed legislation to outlaw U.S. horses for slaughter may get passed, says Grandin, but the law won't be enforceable because Mexican "kill buyers" can circumvent the law by labeling horses as breed stock or for riding purposes. And such...

...chicken on giant charcoal burners and served baba ghanoush, tabbouleh and baklava. Participants at a conference on investment opportunities in Palestine, they talked up the prospects of the local information-technology industry (whose products, which can be whizzed to markets electronically, are not subject to the whims of Israeli border guards) and bragged about the performance of the Palestine stock exchange. At the center of the crowd-trim, smiling and looking a lot more relaxed than he did a year ago, when he resigned as Britain's Prime Minister after 10 years at the post-was Tony Blair, the special...
