...rulers would soon talk with other militant groups to persuade them to abide by a Hamas cease-fire with Israel. Mahmoud Zahar, a senior Hamas leader, said that Hamas could, if it wanted, stop the rocket attacks out of Gaza. "But nobody will be the protector of the Israeli border" he vowed, meaning that Hamas would never agree to act as Israel's policeman in Gaza, a role that Abbas' militia at least pretended to do. But acting as enforcer over its fellow comrades may be the only way for Hamas to convince Israelis that it can deliver...

...chaos of postinvasion Somalia and the chance to strike back at the U.S. and its ally Ethiopia. In Mogadishu, Somali Prime Minister Ali Mohammed Gedi told TIME that an alliance has formed among Somali nationalist rebels, remnants of the overthrown Islamic government, and rebels from the Ethiopian border region. U.S. officials accuse Eritrea, which has fought several wars against Ethiopia, of lending troops to the insurgency. Other observers say hundreds of foreign jihadists are arriving in Somalia. When it comes to incompetence, the campaign charge came up most specifically against Silvestre Reyes, the Hispanic from El Paso, Texas, who heads the Intelligence Committee. The Washington Post wrote that the "whispers" about Reyes center on his "intellectual firepower." He is a former border-patrol agent with a low-key manner and a hearing problem that often leads people to think he doesn't understand them. Not only does he lack the starched-shirt intimidating attitude, but his education is definitely not Ivy League: a two-year degree from El Paso Community College. The initial questions about Reyes came...

...order to provide more cover for moderate Democrats, Pelosi is considering separate passage for two other pieces of the bill: a guest worker program, and the provisions beefing up border security. This gives representatives like Shuler the opportunity to vote for border security, which has broad support. The Senate legislation would double the border patrol, and provides billions in funding for additional fencing and border technology. It would also start the guest worker program - which would grant 400,000 two-year visas to workers looking for U.S. employment - only after all of the border security fixes have been implemented...

...delegation is about to wrap up a three-week mission to examine security procedures along the Lebanon-Syria border and will conclude that much needs to be done to tighten border security. That could spur U.N. Secretary-General Ban Ki Moon to recommend dispatching a U.N. observer mission to monitor the porous frontier. Such a decision will anger Damascus, which has repeatedly stated its opposition to an international presence along its border with Lebanon. It will further add pressure on the Palestinian bases, which are linked to Syria via numerous remote trails that criss-cross the mountainous border. The Lebanese...
