Captain William Storrs Bowen, United States Army, who has been recently detailed by the War Department to assist Captain Cordier in the work of the Reserve Officers' Training Corps, has had an long and varied experience in the various branches of the service both here and abroad. In the years 1899, 1900 and 1901 he was with the 14th Infantry during the Philippine insurrection, participating in many of the engagements. The 14th formed part of the troops of General E. S. As the imperial government made no attempt to quell the revolt an international army was organized, and the 14th Infantry with Bowen was detailed with the American contingent. He participated in the hard fighting at Tientsin and elsewhere and took part in the attack on Pekin in August, 1900.
