Amid all the talk of increased troop levels, eight liberal Republicans in the House suggested a different tack altogether-mutual de-escalation by the U.S. and North Viet Nam in a move to get peace talks started. Headed by Massachusetts Congressman F. Bradford Morse, the group urged the U.S. to initiate a 60-day bombing suspension north of the 21st parallel, just below Hanoi.
